Shooting Sports - What Your Must Know

Important things all scout leaders must know before planning a Shooting Sports related activity:

1: File a tour plan!  The only time a tour plan is not required for a shooting activity is if it is council or district event.  Otherwise a tour plan is required even if it is happening within council boundaries. If a council office staff member says you do not need to file a tour plan, they are wrong.  See scouting.org and search for Tour and Activity Plan FAQ. 

2: Each youth must have a permission slip signed by a parent or guardian.

3: Boy Scouts and Varsity Scouts can shoot rifles and shotguns.  Registered Venturers can also shoot pistols.

4: Each event must have (at minimum) one NRA certified Range Safety Officer (RSO) and one NRA certified instructor for each shooting discipline the activity includes.  The RSO and instructor must be two separate individuals.  At this time, the RSO must be NRA certified.  A police or military trained RSO does not meet the requirement unless they have also obtained NRA certification.

5: The shooting discipline certifications which an NRA instructor may have are:
  • Rifle
  • Shotgun
  • Pistol
  • Muzzleloading Rifle
  • Muzzleloading Shotgun
  • Muzzleloading Pistol
6: An NRA certified instructor who does not have the appropriate certification does not meet the requirements.  In other words, an NRA certified Shotgun instructor can not oversee a Rifle shooting event unless he/she also has NRA Rifle certification.

7: The shooting event must happen at a BSA approved public or private shooting range. Any public range is approved.  Private ranges must be approved by a Chief RSO via the council range certification process.

8: There are several levels of shooting sports activities as defined in the BSA National Shooting Sports Manual.  The level of activity determines how much training is required and how many RSOs and instructors are required per youth shooter.The discipline, level and number of shooters may require additional RSOs and Instructors.  A PDF version of the manual is available for download online.  Please download it and become familiar with it.
